AI Manager, Compliance Systems

About Gusto

At Gusto, we're on a mission to grow the small business economy. We handle the hard stuff , payroll, health insurance, 401(k)s, and HR , so owners can focus on their craft and their customers.

With teams in Denver, San Francisco, and New York, we support more than 400,000 small businesses nationwide and are building a workplace that reflects the people we serve. All full-time employees receive competitive base pay, benefits, and equity (RSUs) , because everyone who helps build Gusto should share in its success. Offer amounts are determined by role, level, and location. Learn more about our Total Rewards philosophy.

AI is a fundamental part of how work gets done at Gusto. We expect all team members to actively engage with AI tools relevant to their role and grow their fluency as the technology evolves. AI experience requirements vary by role and will be assessed during the interview process.

About the Role

We are looking for someone to build AI-powered compliance systems from the ground up. This is not a role where you inherit a mature platform and maintain it. You will be designing architecture, deploying agents, and engineering the workflows that make compliance faster and more reliable across the Corporate Compliance team. You will need to be comfortable operating in a regulated environment, making judgment calls about what should run autonomously versus what requires human review, and owning the outcomes end to end. Success looks like measurable improvement in automation rates, decision quality, audit readiness, and team enablement.

About the Team

The Corporate Compliance team is responsible for ensuring Gusto meets its regulatory obligations across payroll, payments, financial services, and state licensing. We build and maintain the compliance management system that underpins this work, including the compliance controls, obligation monitoring, exam readiness processes, and product launch reviews that keep the business running within regulatory expectations. We do this cross-functionally, partnering closely with Product, Engineering, Legal, Operations, and Risk.

Here’s what you’ll do day-to-day:

Design and implement AI-native compliance workflows using tools like Claude Code, Codex, Gumloop, and similar platforms

Deploy and configure AI agents across compliance use cases, including product reviews, control testing, regulatory change monitoring, licensing workflows, policy governance, and remediation tracking

Manage and oversee those agents on an ongoing basis, defining clear boundaries between autonomous execution and human review

Monitor agent outputs, decisions, and workflow execution; own operational metrics like task efficacy, accuracy, and regulatory coverage. Identify and address errors, hallucinations, data drift, or unexpected behavior through root cause analysis

Own the continuous improvement cycle for agent prompts and decision logic. Conduct root cause assessments, and deploy improvements through structured testing, shadow mode validation, and controlled production rollouts

Prototype new agentic frameworks, orchestration layers, and retrieval systems; build evaluation frameworks for accuracy, bias, and explainability

Lead analysis of AI metrics, compliance trends, and risk signals to identify systemic gaps and inform roadmap decisions for tooling and automation. Build dashboards and automated reporting that support audits, exams, and executive visibility

Serve as the connective tissue between Compliance, Engineering, Product, Legal, Security GRC, and Data and translating regulatory expectations into system logic that ships, while mentoring compliance analysts on AI tool usage, workflow design, and prompt development

Here’s what we're looking for:

5-7 years building compliance management systems, regulatory program infrastructure, or technical solutions in a regulated environment (payments, fintech, payroll, or compliance-heavy SaaS). You have taken evolving requirements and turned them into durable processes, controls, and operating systems that scale

Hands-on experience leading AI or automation projects from concept through implementation, including human-in-the-loop workflows

Comfortable using AI tools (Claude, ChatGPT, Cursor, or similar) for workflow design and debugging; familiar with agent orchestration, prompt engineering, and structured testing

Strong cross-functional collaboration skills with a proven history working across Product, Engineering, Compliance, and Risk

Demonstrated good judgment in ambiguous, high-stakes situations. You can make a call when the regulatory picture is not perfectly clear and explain your reasoning to stakeholders who are not compliance experts

Strong data-driven reasoning skills. You are comfortable owning both operational metrics and using them to drive decisions, not just reporting on what happened, but identifying what to change

You do not need to be a career compliance professional, but you do need to understand how to operationalize regulatory compliance through scalable compliance management systems

Our cash compensation amount for this role is $110,640/yr - $136,456/yr in Denver & most major metro locations, and $133,615/yr - $164,792/yr for San Francisco & New York. Final offer amounts are determined by multiple factors including candidate location, experience and expertise and may vary from the amounts listed above.

Gusto has physical office spaces in Denver, San Francisco, and New York City. Employees who are based in those locations will be expected to work from the office on designated days approximately 2-3 days per week (or more depending on role). The same office expectations apply to all Symmetry roles, Gusto's subsidiary, whose physical office is in Scottsdale. Note: The San Francisco office expectations encompass both the San Francisco and San Jose metro areas. When approved to work from a location other than a Gusto office, a secure, reliable, and consistent internet connection is required. This includes non-office days for hybrid employees.

Our customers come from all walks of life and so do we. We hire great people from a wide variety of backgrounds, not just because it's the right thing to do, but because it makes our company stronger. If you share our values and our enthusiasm for small businesses, you will find a home at Gusto. Gusto is proud to be an equal opportunity employer.
More details about our benefits are available to candidates during the hiring process.

This role is at-will and OpenAI reserves the right to modify base pay and other compensation components at any time based on individual performance, team or company results, or market conditions.

About the Team

OpenAI’s mission is to ensure that general-purpose artificial intelligence benefits all of humanity. We believe achieving this goal requires real-world deployment and continuous iteration based on how our products are used—and misused—in practice.

The Intelligence and Investigations team supports this mission by detecting, investigating, and disrupting the misuse of our products, particularly critical or novel harms. Our work enables partner teams to develop data-backed model policies and build scalable safety mitigations. By precisely understanding abuse, we help ensure OpenAI’s products can be used safely to build meaningful, rewarding applications.

About the Role

As a Technical Abuse Investigator on the Intelligence and Investigations team, you will be responsible for detecting, investigating, and disrupting malicious use of OpenAI’s platform. You will further scale parts of the investigative process to help our team disrupt harm at scale. This role combines traditional investigative judgment with strong technical fluency: much of the work involves navigating complex datasets to surface actionable abuse signals, not just reviewing individual reports.

In addition to conducting investigations directly, this role is explicitly designed to act as a force multiplier for the broader investigations team. You will be scaling or automating highly manual, important and nuanced processes. You will design and implement lightweight technical solutions—such as notebook templates, data pipelines or internal utilities—that enable specialized investigators to identify, track, and action abuse at a greater scale than a single investigator can currently achieve. Success in this role is measured not only by investigations completed, but by how effectively your work enables you and your team members to operate more efficiently and consistently.

You will work closely with engineering, legal, investigations, security, and policy partners to respond to time-sensitive escalations, investigate activity that falls outside existing safeguards, and translate investigative insights into scalable detection and enforcement strategies.

This role includes participation in an on-call rotation to handle urgent escalations outside of normal work hours. Some investigations may involve sensitive content, including sexual, violent, or otherwise disturbing material. This role will work PST and is open to remote work within the United States, though we heavily prefer candidates based in San Francisco or New York.

In this role, you will:

Detect, investigate and disrupt abuse and harm with policy, legal, global affairs, security, and engineering teams via complex datasets.

Develop and iterate on abuse signals and investigative methods, scaling one-off insights to reduce manual effort and expand coverage.

Build and maintain lightweight technical solutions (e.g., SQL/ Python data pipelines, investigation templates, dashboards, or internal utilities) for investigators focused on specific harm domains.

Develop a deep understanding of OpenAI’s products, data systems, and enforcement mechanisms, and collaborate with engineering and data teams to improve investigative tooling, data quality, and workflows.

Communicate investigation findings effectively to internal stakeholders through written briefs, data-backed recommendations, and escalation summaries

Rotate (in-frequently) into an incident response role that requires rapid threat triaging, investigation, mitigation, sound judgement and concise briefing to senior leadership.

Be someone people enjoy working with.

Proven ability to quickly learn new processes, systems and team dynamics while thriving in ambiguous, rapidly changing, and high-pressure environments.

You might thrive in this role if you:

Have a strong background in computer science, software engineering, or a related field.

Have experience with data analysis, machine learning, or other technical skills relevant to the role.

Are able to work effectively in a fast-paced, dynamic environment.

Are able to communicate complex technical information to non-technical stakeholders.

Are able to work independently and as part of a team.

Are able to adapt to changing priorities and deadlines.

Are able to maintain confidentiality and handle sensitive information.

Are able to work in a remote environment.
